Upload the driver’s documents
Name the driver, set what they drive, then collect their ID documents by phone. The record folder is checked against the name so every file lands on the right driver.
Choose one. The answer decides which documents the law requires.
Important: If you carry children, every driver carrying those passengers must hold a valid Enhanced DBS check before carrying passengers.
Action required: Please upload a copy of the Enhanced DBS check for each applicable driver using the upload section below.
Collect the following documents by phone
- 1Scan this code with the phone camera. It opens this driver’s own upload page — nobody else’s.
- 2Photograph the Driving licence, Driver Qualification Card (DQC) and digital tachograph driver card — front and back, or send one PDF that holds both sides.
- 3Each photograph saves as it is taken and the page shows the name it was filed under.
- 4Below, press I have uploaded. The vault checks the folder and ticks off what has arrived.
The code is for this driver only and expires after 12 hours.
Enhanced DBS Checks Required
You have confirmed that your PSV operation carries children. Please upload a current Enhanced DBS check for each driver who carries children.
Upload: Enhanced DBS Certificate – [Driver Name]

How is the vehicle held?
The single branching question. The answer sets the possession evidence and the applicable child instruction. The roadworthiness set is common to all three modes.
Vehicle type
The set differs by type. A Public Service Vehicle carries a detailed brake test and accessibility documents a Heavy Goods Vehicle does not. A van is only within operator-licensing scope on weight, use and destination.
A van is only sometimes operator-licensed. This sets the document burden, not the safety floor, which applies to every van.
Registration & core identity
Enter the registration, create the vault folder, and retrieve MOT, tax and vehicle particulars from GOV.UK. Every document is matched to the vehicle by exact registration string, never by partial match.
The DVLA record above is used for matching and the GOV.UK look-up; the personalised mark is what is displayed on the vehicle, and is kept on the record.
Statutory documents
Statutory (law) items only. Each line shows its Perfect Master reference and the accuracy band returned on capture. A law item cannot be waived to green; where it cannot yet exist for a new vehicle it may be deferred as a scheduled action.
Review & create record
On creation the captured particulars are written to a PDF and filed to the vehicle folder, and the record is handed to the vehicle card (MSI-DASH-VEH) and the outstanding-actions engine (MSI-OA-VEH).

The record PDF is filed to the vehicle’s folder.

Onboard a Transport Manager
Builds the TM1 nomination required before a Transport Manager may lawfully be relied on to manage the licence. The nomination is created only when the Traffic Commissioner’s three statutory tests are satisfied on the evidence — no TM is put on paper who would fail at a Public Inquiry.
The TM must be, and remain, a fit and proper person. Convictions, prohibitions and prior regulatory findings are weighed.
A valid CPC appropriate to the licence family. Acquired rights are not accepted for new nominations.
Real capacity to manage: sufficient hours, a genuine link, UK residence and, for an external TM, within the 4 operator / 50 vehicle cap.
Existing Transport Manager
A Transport Manager already on the licence. Work the outstanding declarations and documents: each line shows its folder in 1. OPERATOR / D. Transport Manager, an upload fills the gap in place, and the outstanding-items report and the on-file pack download on BFT letterhead.
Existing Transport Manager
Each line is a document this Transport Manager needs, under the section it proves and the vault folder it lives in. A file that names the TM counts at once; any other file counts once you confirm it is theirs — the file itself is never renamed or moved.
Look in this TM’s folders for files that name them, and mark each missing line they prove on file.
The nomination
Two questions set the whole document set: whether the TM is internal or external to the operator, and whether the licence is for goods or passenger vehicles. The statutory tests are common to both; the evidence that proves them differs.
The operator named on the Declaration of Good Repute (Part A) and the External TM Agreement. Its name and licence number come from this vault; its traffic area is read from the licence number.
Repute & professional competence
The Transport Manager’s own identity, qualification and standing — the first two statutory tests. These fields prefill the record, the Declaration of Good Repute and the TM Agreement.
The Declaration of Good Repute is the Transport Manager’s own declaration, signed by the TM alone, in person. The TM answers it here, in its own words, then signs it by e-signature. Good repute is clear once it is signed — or, where it discloses matters, once a BFT admin has read Part E. The TM1 and its declarations are completed online on VOL, not here (Step 4).
Capacity & continuous management
The third test, and the one Public Inquiries turn on. List every operator and licence this TM holds, the authorised fleet and the weekly hours proposed. The hours are checked against the SD3 starting points and, for an external TM, the 4 operator / 50 vehicle cap.
| Operator | Licence no. | Fleet (MV) | Hrs / wk | Status | SD3 starting point | |
|---|---|---|---|---|---|---|
| Totals | ||||||
The written contract between the operator and the external Transport Manager — the genuine link required by Article 4 of Reg (EC) 1071/2009. The operator’s signatory and the Transport Manager each sign in person on this device, one after the other (no witnesses); the signed agreement and its signing record are filed in D. Transport Manager / TM Agreement.
Statutory documents
Each line shows its basis — law or operational — and where it files. A law item cannot be put off; an operational one can, to a due date. A document counts only once its check read the Transport Manager’s name on it, or you confirm it.
Choose the line, then the file. It is checked, then filed into the vault’s 1. OPERATOR / D. Transport Manager.
Look in the Transport Manager folders for what is already filed. A file whose name names this TM is marked on file; anything else is offered for you to confirm.
Review & create the nomination
On creation the particulars are written to a record PDF and filed in the vault’s 1. OPERATOR / D. Transport Manager. Submitting the TM1 to the Central Licensing Office stays a human step.
Nomination created
Upload a document
The file is checked for the Transport Manager’s name and its dates, then sent to the vault’s UPLOADS and filed into 1. OPERATOR / D. Transport Manager.

Set up your operator licence file
Your operator licence comes with conditions you must meet, and promises (undertakings) you made to the Traffic Commissioner. If the Traffic Commissioner or DVSA asks, you need to show - quickly, and with documents - that you meet them.
This page builds that file for you in your BFT Vault. It lists everything needed, says why, and shows what is still missing. Most operators finish in one session with their BFT consultant if the documents below are ready. You can stop and come back at any time - everything you have given us stays in your Vault.
The director reads each statement, ticks it, then signs on screen. Your BFT consultant will be with you and will confirm who is signing. Signing here does not send anything to the Traffic Commissioner.
The Traffic Commissioner must be satisfied that the people running the business are of good repute - fit to hold a licence. For each person, tell us about any convictions or penalties, and any past link to a licence that was revoked, suspended or cut back (curtailed). If there are none, tick “None to declare”. BFT will go through anything you tell us with you - it does not automatically count against you.
Items marked “Required by law” must be in place to hold your licence. Items marked “Recommended” are BFT good practice and make your file stronger. Only mark an item “Not applicable” if it truly does not apply to you, and tell us why.
Scan the code with your phone camera and photograph each document - your licence, insurance, maintenance contract and bank statements. Each one goes straight into your Vault.
Anything still missing becomes an action with a date. Your file is complete when everything required by law is in place and both declarations are signed.
